Signing of the Arrangement for Mutual Submarine Rescue Support and Cooperation with the Royal Malaysian Navy
25 August 2025

The Arrangement for Mutual Submarine Rescue Support and Cooperation between the RSN and Royal Malaysian Navy establishes a framework for mutual support and assistance in the event of a submarine incident.
The Arrangement was signed by our Chief of Navy Rear Admiral (RADM) Sean Wat and Chief of Royal Malaysian Navy Admiral (ADM) Tan Sri (Dr.) Zulhelmy bin Ithnain, and was witnessed by Minister for Defence Mr Chan Chun Sing and Malaysian Minister of Defence YB Dato' Seri Mohamed Khaled bin Nordin.
Mr Chan is in Malaysia for his introductory visit, and is accompanied by RADM Wat and other senior MINDEF officials.
This signing is testament to the strong partnership between our two defence establishments and our two navies. It also highlights the commitment of both navies to enhance the safety of our submariners, as well as expand the range of collaboration between our navies.
